Well, you have a few fundamental problems here.

Ideally, your shoes should be rubber or plastic. With that not being viable, you should then prefer treated leathers or lined leathers. If you must use any other material, read, not water resistant, you must treat them with a wax or water repellent.

If your soles are detaching from your shoe, like literally peeling off, then it definitely isn't stitched correctly to the sole. Which means that your soggy garbage shoes are held together with glue which dissolves.

If you live in a water prone environment buy water resistant shoes.

If it's canvas, get a proper wax for it. If it's leather, get a proper water repellent for it. If it's neither, get an alcohol spray. Ideally, you'd wear covers, but people don't really do that.

It's a spray that repels water and is typically safe for materials.

Well, it has to be water repellent. You don't want to use a silicon spray on your shoes.
