Use Circle.com, you can add money into your account with a mastercard. Then you convert the money in your circle account to bitcoin. Send the bitcoin to your c-cex account and then you can buy bitcoin from there. It's probably the fastest and simplest method now as a lot of these sites aren't catering to cards/banks at the moment
