The thing is the only part-time job my brother can find pays garbage, ~100-150 € a month, 20 hrs/week and since my brother goes to school part-time it is his only choice.
Plus it's really hard finding anyone willing to hire.

I can't imagine someone hiring me to do that.
There's plenty of huge and small companies hiring for bug testing even if you're under 18 and without any real qualifications.
Well it sounds nice, but I'm looking for something a bit more long term. I thought about looking for jobs that require you to speak English since I'm semi-fluent. That's my only advantage desu, like a hotel or something.

If you're just looking at part time then you're limited to entry level service sector (retail, waitering, cinema usher etc) or getting your own small business, like cash in hand for mowing lawns, bike repair etc.
Alternatively sell weed like every other 17 year old. Or fake your age to buy and sell online - eBay, Amazon, mturk.
I think I should start a tiny business, it would be more productive that way.
