A shell needs to pass through some kind of armor to deal damage. Those bits sticking out are intangible.

This is true in principle, but WG has managed to fuck up hitboxes multiple times in the past.

They've never made a fuck up of the nature of that module pic. The worst they've done is assigned incorrect armor values to hit models. But even then, there's still armor and a shell has to pass through it to deal damage. That has never not been the case.

A good many of them weren't hitbox issues though.

For example, there used to be complaints about Nagato getting citadelled really easily from the front. Supposedly there was a portion of the citadel sticking out of the armor model, based off of information from that website.

Then it turned out they just got one of the armor thicknesses wrong and the citadel hitbox itself was modelled perfectly fine to begin with, completely inside the hull. They changed the one thickness and suddenly all the problems went away.

For the Fletcher, with the T9 upgrade slot, what's the best option?
I've got main gun range on there now just because I had one already when I bought the ship and I don't have the range upgrade, but it seems like it'd be unnecessary to have later on. I'm guessing I'd be better off getting the torpedo reload mod, but the fire rate increase one seems like it could be useful too, is there one that's just the best?

The range mod. The RoF mod's benefits are extremely marginal, whereas with the range mod you get an entire extra kilometer or so, which would let you lay down fire sooner and in some niche cases maybe get a kill to win a game that you otherwise wouldn't have.
