Wow, an actually really intelligent question here.
Some of what you've read is true - the bike is slower while it's under about 8,000 RPM. I mean, it'll obviously still blow away any cruiser, and it fucking hauls ass, but it really starts screaming above that rev reange.
The tradeoff is that its decent around town as a daily driver. That, and the fact that the powerband is well-known to be smoother than R6 or GSX. Those bikes tend to suddenly jump into power - a trait which can be hard to control for some riders. The CBR's available power ramps up more smoothly. Basically, you know it when you're approaching "race mode."

I got my new Vulcan S a few weeks ago, and on my first ride out I lost control and went off road
Should've started on a used Rebel or something...
Big dent in the gas tank now, and I'm laid up with fractured vertebrae
When I get heal up I'm buying a used Rebel to learn the ropes on, I had less than 20 miles experience when I crashed
Best part is I'm financing the new bike, and I'm not even skilled enough to ride it hahahaha
Yup, now you know why everyone recommends buying a shitty used bike to make your mistakes on while learning. But don't waste your time with a rebel, that's a bit TOO slow. What specifically happened on the Vulcan? Whiskey throttle? Can't countersteer? Heal and up just get back on that thing, learning from whatever mistake you made. Keep the dented tank as a reminder while you're still learning, then get it fixed or replace it once you've been riding enough to be more confident. Take it easy.
