I think it's MMD. Guess it could also be a custom lighting mod for SFM but I doubt it, it would take far too much work to get it right.

Custom maid always gets the faces wrong.
XPS and Gmod don't have an edge shader like that(and it's a major pain to add in post).

Like I said, it is not easy to add in gimp/photoshop. Yeah you just select the thing and add a black outline, easy enough; but you have to do that for every finger, piece of clothing, hair strand, etc that overlaps other parts of the model.
