It depends on the car. For a big GT cruiser or muscle car you would probably want somewhere at least between 200-300, but you can also have plenty of fun with a hot hatch with ~150hp.

This. I get more than enough power out of the 20-valve 1.8L turbo 4 in my TT, but that's a 2-door sport coupe. Bigger car, you'll need more HP.

100 hp for small cars
100-200 hp for larger cars
200-300 hp for large cars

Anything after 300 hp is extra. Torque should also be taken into consideration.

I generally judge based on weight as well. For every 1000 lbs I expect 100 BHP and lb/ft of torque. From there I calculate an average of 15% loss to the wheels. I like to have around 300-330 to the wheels, personally.
