It increases it by 50%. But it's a multiplicative bonus, not additive. So it takes the initial 10% boost and multiples that by 1.5, giving you a whopping 15% boost to rebel uprising chance... Yeah, it's total garbage. And that's the finisher.

You caan also do that one meme that gives them increase revolt risk, I forget what it's called, something like scupper peasantry that gives them +2 national revolt risk, so I think it'd be viable to do that and then fund rebels.
