Turning rate for the stock fubuki in game is 180/26.1 = 6.89 degrees/second and wikipedia says

Which would make the traverse on the guns relatively accurate, if the game were played at normal speed - but it isn't, movement happens at something like 3x normal speed, which makes the relative traverse speed much worse.

To compound matters, firing ranges are all artificially shortened, which has a big effect on effective traverse rate. At 18km, 6 degrees is almost 2km, at 10km 6 degrees is only 1km. If you take the increased boat speed into account it's equivalent to something like 350 meters, which is pathetic.

tl;dr no

It is Nagato, with a what-if upgrade. You can thank KanColle tbqh the upgrade doesn't make much sense, the triple turrets sitting on the top mounts would make the thing too top-heavy, not to mention she'd need a massive structural refit to make a triple turret fit.

The uncitadelability is offset by taking more damage from regular hits, leaving only 'muh 10km brawling', which is a bit useless given the sluggish teams that pervade every game
