Yea it does work on PC, just plug in and it works. The artwork is pretty easy to remove and I am pretty sure there are guides on how to make your own custom artwork for it (although I have never done it myself)
I got mine around when MvC3 came out and it still works like a charm after replacing the stick and buttons so it was a pretty good deal.

I've been watching this EWGF video and doing the same movements and tapping my button at the same times but I still can't get it most of the time.

Is this move just meant to be hard? Am I supposed to be wave dashing in to utilize it properly?

So what? Replays are a basic feature. They shouldn't be missing. Recording actual videos takes 1000000000x the space on your harddrive compared to replays.
