Depends on what you consider "higher level".
Entry level comp, 1000 hours should do fine.
Pure hour count doesn't really mean a lot, first off a lot of it is idle time, and it's more important how these hours have been spent.

Ya gotta keep at it. I was lucky and met a few really nice guys in UGC Steel back when Iron and Gold were still a thing.
Then those got merged into a Steel and Silver respectively, and I've been sticking with the guys I met in the beginning ever since.

had to launch TF2 from the Recent Games list by right-clicking Steam in my taskbar this morning because i couldn't click on anything in my library

settings > web browser
will lag again if you restart the client tho

Spy is viable in 6s, just not as a fulltime class. Same with snipperman. I'm not sure why you want to play spy in 6s anyway, it's a shit class and the only way you can make him "viable" in the same way as the other classes is to buff the "slower scout, but with an invis watch" playstyle.
