That meta list is based on synergy with other servants, not how they perform individually. Waver for instance wouldn't be 2nd highest onthe list if fighting completely solo as his NP doesn't deal direct damage and only sometimes stuns, and his actual damage output is very low. However he's an amazing buffer.
