Why are all the monsters in World so far so slow and easy?

What's the best "final boss" monster? The kind that has its own special arena, and is usually the last online urgent quest? The only one I can think of that doesn't suck dick to fight is Alatreon, or maybe Ukanlos (though I was never really a fan of it, it's not frustrating or a boring HP sponge).

Is it a trigger the devs themselves activate (i.e, certain time it'll spawn) or is it instance based? (spamming ancient forest quest yields a chance for it to spawn, the more quest the more chances?)
