Why do specific characters like Blue Goku and goku black get such strong Oki? Cell is another good example. I see a lot of complaints about people getting absolutely bodied by them, talking about getting looped to death or absolutely raped in the corner. And I hear it a lot more than I do other characters. After trying them for a night I'm blown the fuck away.
They get setups off of everything. Their Oki and is so strong without even trying or setting up specific things. It's like autoOki is a feature for those characters.

First reason is that if the gap is too small some people might opt to wait for the English release, cutting the amount of people that double dip by importing first. The second is that if they release it too early the playerbase from the Japanese release might not be completely dead yet, potentially revitalizing a scene that was never meant to be.
