It wasn't founded like the USA. Portugal used it as a place to extract resources. It always liked to centralize power even to this day instead of having an more American way. It's a fake federation.
President Vargas introduced a lot of burocracy to get rid of patrimonialism of the rich landowners in the 30s. He also made a law for workers that people don't like because it has too many rights that make it tough to hire people. Some people think that this creates more unemployment and it makes it harder to be an entrepeneur.
It never gave a chance to more economic freedom. Politicians are corrupt as fuck too. Populism.

The economic crisis started because of a number of reasons, I'll enumerate a few:
1.Gov giving cuts in eletricity cost
2.The down in the commodities price after 2008
3.Gov spended more than it earned
4.Investors losing confidence in brazilian economy after the "pedaladas fiscais"
5.High interest rates

Brazil and India are actually developing very fast.
