Also, I disagree that every year a gov't should strive for a 4-8% surplus. If the debts are minimal and their is already a modest rainy day fund in place, then continuing surpluses is simply the gov't hording money.

As i live in a country where government officials are almost always under qualified, and placed not for their skills, but for their party membership (i'm also butthurt that my dad got fired because he didn't want to join the ruling political party).

Imperial Militaristic Imperial Absolute Monarchy: A largely meritocratic state, where the most common way of climbing the social ladder is the military (with a mandatory 3 years military service). The King having absolute power, but in the end being mostly an uniting figurehead, strongly advised by a council of the most competent individuals. A nobility, mostly used as a bait to push the common people to excel, and as leaders, as they would be consistently raised and trained to be leaders and moral examples.
Religious nativism: there would be a state religion, with cult attendance mandatory, and recognized minority religions. Clergy would be heavily controlled by the state, and religion in general would mostly used as a tool to unite and bring morals to the people. There would be no immigration, though foreign students would be allowed. There would be tons of nativists policies, with traditional gender roles being strongly encouraged. Cultural unity would strongly enforced.
Autocratic Social State: It would be an authoritarian state, but ideally in a few generations the use of these absolute powers wouldn't be necessary too often. For example, children would be enrolled at 6 in patriotic, sportive and cultural associations, at 12 in paramilitaries, before doing their military service at 18, as a way to shape them into good men and women and spot potential dissidents early. There would be social programs to help those who genuinely need it, but any kind of fraud or overreliance would be considered treason and heavily punished.

The idea is to rule with an iron, but open, fist. Let the people do what they want as long as it does not threaten the harmony of the realm.
Power is divided between the Khan and the Diet. The Khan is the head of state, but may appoint a prime minister to be head of government; this is not a requirement, however.
