Tell me, how can a state be a successor to a previous one if it gained it's independence from an Empire? Is the succession just put on hold for the decades or centuries which the land or people are under the rule of another state? I can understand why Turkey isn't there since Greece, Iraq and Iran all probably dislike Turkey. Stuff like the destroying Greek heritage in Anatolia and funding ISIS against Iraq and Iran. That and Turkey itself doesn't have any strong claim or attempt to promote any connection to people like the Hittites the same way others do. Syria is a fair point though.
