You forgot "commies in the 70s", when Brezhnev announced "building communism" (USSR never claimed itself being communistic, only socialist) is no longer a priority, but rather the well-being of population.
But that requires you to actually know history, not just spew memes. Also, that decision effectively lead Soviet economy to become resource-based, rather than industry-based, but that a whole another story.
