In 1939 no one, including the Jews, knew what Germans were capable of. Everyone above the age of 30 remembered the WW1 German occupation of Poland, which was harsh but rather fair and civilised.

The Jews did welcome the Soviets, owing to their often poor attachment to the Polish state. The Jews often thought that states come and go, but life must go on, and they cooperated with any authority currently in power. Naturally, this earned them enmity of those who actually were attached to a particular state.

As a side note, the Soviets were much more cynical than the Germans and much of their Jewish collaborators ended up being shot by mid 1941. Stalin absolutely distrusted any communist sympathisers who weren't trained in the Soviet Union, so local communists were exterminated once no longer needed.

The fact that many of them had logical explanation for that (fear of Germans) and that many of them changed their opinion once they learned what the Soviets were like doesn't change that they were literally building welcome gates for them when they first arrived. Some were collaborating which in the eyes of the oppressed Polish majority made them collaborators. I've read a great discussion between Yehuda Bauer and some Polish and American historians about it. Similar things were happening in for example Romania after 1941 so those things were related.
