if the govt stops allowing ISPs to lobby their way into monopolies, smaller ISP's will pop up and create more competition.

Netflix, Youtube, Hulu for example will probably get priority by paying more over Vimeo and other lesser known video websites.

Instagram, Twitter, Snapchat will get priority over their competitors by using the capita they have.
