- a werewolf enraged by blood lust or something similar
- a werewolf which has studied shao-lin type martial arts and found peace with his inner beast

In terms of "whether or not I can pass within 50m of this creature without being murdered", probably the former. In terms of "I must fight this creature in order to proceed", probably the latter.

It depends on what kind of dangerous we're talking about.

The Shao-lin werewolf will open a can of whoop ass on your ass but I doubt he'll seriously injure you or maim, rather, he will try to make you find your inner peace. A formidable

Blah blah blah, depends on the setting, but in DnD any werewolf can find peace with his inner beast by shifting his alignment to CE.
So if we were talking about DnD specifically I'd go with the hothead.

The first one could arguably be a stronger foe since it is driven by carnal motivations and will likely not experience fear as easily, shaking off injuries as it fights to the death. The second one would be a tough fighter for sure, but if there's any doubt or aversion to getting defeated in its mind it may not have the killer instinct needed to bring down a foe like the first one.

Rampant animals are dangerous, but can be distracted, disueded, scared, and are attacking out of instinct. Sure it's not Good that they can attack but it's not the biggest priority in their life and they can be redirected or avoided if you're smart and aware of it.

Practiced and calm, well-trained martial artist with an empowered physique and the ability to choose engagements, with fewer distractions, and the ability to reason and predict your own actions is more Dangerous, if not necessarily more likely to be Hostile.

Well if there aren't knives or guns present in a fight and both people are relatively the same height then most likely the guy with more experience in grapples is going to win. That's just how it goes really.
