I'm trying to get back into 40k and don't have my books to hand. Can I make an imperial army that has a space marine HQ, imperial guard tanks and admech troops for example or does each part have to have its own HQ and force organisation

You're allowed to mix, yes. However, you'll get special bonuses for having them in separate detachments.

You can totally do that but you won't get Chapter/Regiment/Forgeworld traits.

I don't have a deployment zone right?
since i can just mantag strike commander + crisis suits and Infiltrate the rest

I'm wondering because I really love the malcador defender and want to use it in a 35 power level game and have as little to transport as possible so I would take the other 20 points in marines with maybe one conscript squad to hang around the malcador, I've got no idea whether that's competitive or not

Which aesthetic and lore do you like most? This is more important than gameplay, because gameplay can change completely within a year or so, aesthetic only changes very slowly and gradually. Lore moves about as fast as looks.

Gameplay wise, Ad-Mech for competent shooting and melee units which are too slow to get into melee half the time, also no transports. Due to being an Imperium Army, any holes in your list can be filled by the vast number of other Imperium units with a detachment.
Tau for competent shooting, no melee capability to speak of, but they do have transports...which noone uses, really.
Genestealer cults for ambushing and melee, below average shooting, and good ally options.

Well I mean, you still have a deployment zone, you're just not in it.

Plebian, half of your army needs to be in the board at the start of the game. Even if you infiltrate you still have a ser deployment.

The official Inquisitor models(aside from the one with the witch hunter hat and inferno pistol) can work for Ordo Xenos.
