Its the kind of flavor text that helps me picture its arrival, the behemoth roaring in a wave of wind and sound that speeds across the realm, the force flinging people across the land like they were shot from a cannon and the pressure smashing and cracking apart stone and towers.

The set was perceived as 'underpowered' since it came right after Mirrodin block, too many Americans didn't like the flavor and found the names offputting, 'arcane' as a subtype was considered weird and unnecessary, and a lot of the major mechanics like Splice were basically the definition of parasitic.
It was fun as hell to draft, but it was kind of stuck in a shit spot for seeing Standard play.

Back in the day, power level of sets were actually spread pretty evenly through the rarities. In fact, decks like UG Madness and Affinity had very few rares in them (Madness most of the time didn't.) Most of Kamigawa's power is in the rare slot, with a good chunk of it at the time in the higher mana cost slots for finishers (Dragons, Ink-Eyes, Godo, etc). So not only were you less likely to pull the good cards in packs, you could only realistically fit a few of them into your decks.
In short, it was the new school philosophy that powerful cards have to be rare before it became accepted by the masses.

Arcane was parasitic as fuck, but the flavor was phenomenal.
A few mechanics like Bushido and Ninjitsu could have been evergreen had it not been for how monocultural those words are, and it's a damn shame.
Oh, and offering was a beautiful, perfect mechanic that is completely wasted on a single cycle of cards that get nowhere close to the depth of play that it could have no pun intended offered.
