Obviously there are a few options. It can either hibernate, and just stay in the orbit it had achieved until eventually atmospheric drag causes it to re-enter in a bunch of decades. It could do a short retrograde burn at the apoapsis so that it will re-enter and burn up. Or it could try to reach a graveyard orbit.
Chances are that it doesn't have fuel for the graveyard orbit burn, or else it would boost the payload into a higher orbit, so the question is does it just sit in the orbit until it re-enters naturally or does it de-orbit itself?
I'm pretty sure I haven't seen the first stage creating plasma on re-entry before, at least not a landing re-entry.
It was still going like 7000km/s when the re-entry burn finished.
It was going 6300km/h (the km/s was a huge mistake) at the end of the re-entry burn.
In comparison on the OTV launch at the end of the re-entry burn it was going at 2600km/h.
Looking back at the SES-10 launch, they don't have first stage telemetry when the re-entry is happening but the grid fins get pretty toasty before video cuts out, losing practically all of their white paint. I don't see any plasma though.

Well I found the answer.
Basically, LEO is usually deorbited, because they have the fuel remaining and there is less risk if anything catastrophic happens when they fire up the deorbit burn.
For GTO it is usually left to deorbit on its own. With a periapsis of 200~300km it takes around 6 months to reenter. If it were to blow up trying a deorbit burn it would leave a lot of debris flying through the GTO window so they don't risk it.
If they launch to something like L1 then it goes into a solar orbit and is left there.
Neat. So there is option for future generations to harvest Lx stuff long abandoned. Provided of course there's such an infrastructure in place at that time that would allow such a seemingly frivolous pursuit.

Well, you could pressurize it with a non-explosive gas and use it as vectoring thrust. The PSI doesn't need to be much. Those use the Merlin Vacuum 1D/1C I think which use kerosene as fuel. How much delta-p can the tank withstand in the first place?
