Semicolon is for when you aren't sure whether or not to use a comma or a period.

I shall teach you how use these punctuation marks: use the colon to mark the introduction of a sentence or list, the semi-colon to mark two separate but related sentences; if you follow my advice, you won't go wrong.

If you aren't sure whether to use a comma or semi-colon, test it by putting a full-stop.

If this is clearly impossible, you need a comma.
If it's possible but you prefer slightly less of a break, you want a semi-colon.

Example 1.
>Jane walked in ? I could see she was upset.
You COULD say:
>Jane walked in. I could see she was upset.
So therefore, if you want slightly less of a pause, you use a semi-colon:
>Jane walked in; I could see she was upset.
You *can't* use a comma there. If you do, you are scum.

Example 2.
>I like Veeky Forums ? which is full of friendly people.
You can't put a full-stop here because the second part doesn't make a proper sentence on its own:
>I like Veeky Forums. Which is full of friendly people.

You should also learn about the godsend of punctuation—the Em dash.

Other anons have explained the grammatically correct way of using them, but if you're writing creatively that doesn't really matter. Use a semicolon when you want a pause that's longer than a comma but shorter than a full stop.
