its a catch all term used to describe people who aren't in favor of any social change that is recent, whatever that change may be. the nazis would have called people who opposed their coming to power as just simpleton reactionaries since they wanted a return to how things were before the nazis. but currently its being used by progressives for the most part because progressives have recently caused a lot of social change to take place. its basically the intellectual way of saying "but its the current year!"

I don't agree with your characterization of reactionaries as people who want history to move backwards. That framing of them is used by people who are in favor of the recent social changes because it attempts to make their opponents seem like they are on "the wrong side of history" or just "hate progress" or something. Its an attempt to characterize the social changes they favor as being the true way forward rather than just another ideologically motivated movement.
