Of course you can't imagine it, the lifestyle of the middle class/gate communities is different than that of the of the low class who have to deal with the results of elite's ideology.

Spengler doesn't show disdain or discontent with Western Civilization as a whole. He does show those feelings for people who try to be philosophers or artists when the time for Western art and philosophy is over.

The SPECIFICALLY WESTERN form of art and philosophy is over, capitals added merely for emphasis.

What made it Western in the first place was an unspoken set of beliefs that were characteristic of Western Civilization. Spengler characterizes this Western Soul as expansive, reaching out towards the infinite; he calls it the Faustian Soul.

This desire to grasp the infinite is manifested in the spacious, upward reaching architecture of Gothic cathedrals, for example. In general, the desire manifests itself by taking some finite instrument and attempting to grasp the infinite with it. Pure Reason tries to grasp Absolute Truth in the Enlightenment. The State tries to secure boundless Liberty for its citizens. The Church tries to grasp God, etc.

This desire naturally exhausts itself. In philosophy, it does this through postmodernism, which is the rejection of meta-narratives in general. It is the casting out of any finite, understandable worldview for the unknowable, for skepticism at large. You'll note that beginning with Heidegger, the course of philosophy has been questioning the assumptions of specifically Western ideas. There is a questioning of concepts that are privileged over other concepts until Western philosophy becomes merely philosophy done by Westerners, with no unifying conceptual background.

Similarly, with art there is a rejection of any unifying ideal; art is whatever we call art. By rejecting a universal rule, art has become infinite; everything can be art. Squirting paint out of your vagina is art. Calling a glass of water a tree, and explaining how this is the case, is art. There is no unifying principle that makes it Western, it's simply art done by Westerners.

The Soul of the thing is already dead, and is simply decaying. Spengler predicted the approximate end of Western Civilization would occur around 2200-2300 A.D.

This is such a strange set of beliefs I feel sorry for the man.
