I had a colleague from the African Studies department working on these guys. They would actually work extremely hard (and often shady stuff) down in the Congo just to pay for a ticket to Paris. Then they'll live in the cheapest, most run-down Banlieus and save all their money for expensive dandy clothes. It's the ultimate sign of making it. The sociology behind it is pretty interesting although I don't recall it in detail. Basically these guys will rip themselves a second butthole just to dress real fancy. Pretty sick.

P. sure you're thinking of the teddy boys. Fairly sure they didn't wear tuxedos specifically though, since that's semi-formal dinnerwear only. They wore a lot of bespoke tailoring though, so you're essentially right.
Teds didn't do that, they worse classic Edwardian fashion from before the war and such. It was cheap because no one wanted them, they wanted American fashion and other more common post-war trends.

Incorrecto, in that period the big Savile Row tailors were making a push for a return to the more luxurious styles of the Edwardian period after the privations of wartime. It failed on the whole but the teds were paying top dollar(? top quidlar?) for the cutting edge bespoke of their day.

most of them don't even work when they suceed to come in france (or very low paid job like security, cleaner etc), the system is very generous when you don't have work and have children. They get money by the state (rsa, alocations etc) and spend it on expensive clothes like on the video.
