Yes, in a way. I was issued a navy M-65, but it was from Alpha Industries. So no, a navy M-65 is not standard or commonly given to soldiers, but some specialties do have them purchased from commercial retailers.

It's a Czech M85 Parka, get one before supplies dry up online - they're not as bountiful as they used to be.

As for the Austrian M65, I can't say I've seen one that utilized Gore Tex before, but the dense cotton of the more readily available ones does a good job of keeping you dry. Get one in your size, and you'll be set with a garment that will last for years.
