Yes and No. Surely it wasn´t his fault alone but he was the perfect embodiment of the stagnation that plagued the soviet establishment. Under his leadership the median age of the politbureau raised to over 70. He wasn´t even able to properly profit from the vietnam war. His only achievement was a period of internal peace for the SU witch in the long run damaged them even more.

The guy literally was a living soviet meme and he didn´t even play in the same league as stalin or krushev.

He was incompetent in economics, political theory and things like that, but he was good friend for like everybody in the party so they chose him because it would be comfy.

His attack on the Kosygin reforms damaged an attempt to reform the economy, and also a man who genuinely seemed like a person who wanted to reform the USSR.

If Kosygin had been General Secretary instead of Brezhnev, then the USSR very well may have received the economics reforms that it needed to adapt and persevere, not entirely unlike Xiaoping's reforms. Even better had he been followed up by someone like Ryzhkov.

In terms of domestic policy, its impossible to say how he would have managed, but I do believe that the USSR would exist today (in a modified state) had they listened to Kosygin.

What about Beria? He also tried to turn USSR into more western friendly.

By most accounts Beria was a rapist and a monster, who died like a bitch at the end. That being said, I have heard some people suggest that much of his reputation was the result of posthumous slander rather than being based on real events. I haven't looked into that yet.

Regardless, he was disliked by a lot of the Soviet leadership, hence his demise. During his temporary co-leadership of the USSR, he made a number of moves towards liberalization. He very well may have been an excellent statesman (in spite of his personal failings), but we will never know.

I don't think he was particularly dedicated to Communism as an ideology, not in the way other high ranking party members were. I think that he would have been absolutely ruthless and perhaps overzealous in dealing with dissent. Had he the chance to solidify a powerbase (which I don't think was possible, he was disliked too much) then he probably would have ruled with initial promise before becoming a stereotypical dictator looking out for his own personal interests; I doubt he would have continued sharing power with Malenkov, Molotov, or anyone else for long.

Every beginning is the beginning of the end. Stalin was responsible for rise of the bureaucracy and of others bad practices. Certainly it wasn't the death sentence, but still it created its share of problems in the end.

I don't know much, but conventional wisdom says that it's Brezhnev who completely ossified the structures of the SU, thwarted every attempt at economic reform and decided to make military spending the SU's n°1 priority.
When Gorbachev became premier, there wasn't much he could do to save the crippled bureaucracy Brezhnev left.

Yeltsin's regime was the first time the Russians were truly free, free from communism and tzarism alike.

He tried his best to make Russia into a prosperous power but the corruption and selfish, twisted mentality of the new Russian peoples were too much for him to handle.
