By Voltaire's time they had no affiliation with the Pope, much of the "Empire" wasn't even Catholic. They were never successors of the Roman Empire, they simply claimed to be, I don't know how anyone can think that a bunch of Frankish and Germanic people could ever be Roman, that title belonged to the Byzantines. I don't see how a bunch of tiny feuding ideologically opposed states constitute an empire in any way.
