you'd have to mix it with some darker colors like this pic or else your dark skin would pop too much.

I live in Connecticut. We wear w/e in the summer. Even on the 90 degree days. No one seems to care about weather unless it's the dead of winter. Gotta bust out the coat for that one. Even then some people get away with hoodies.
