accept the rain and just get rained on. get a poncho if you don't like it, anything else will be hot despite what tech wear fags will tell you.
uniqlo shit + flyknit racers are some of the most breathable uppers I've found.
I don't like how thin airism shirts are so I unironically wear heat tech tees in the heat because they don't actually keep you warm unless you're layering.

If it were me, I'd just wear some cool flip flops, surfer shorts or board shorts, and a comfy short sleeved button down of some appropiate lightweight breathable fabric. You'd be very comfortable that way, and if rains so be it - you get wet. You'll dry off really rapidly once the rain stops.
