It doesn't really nail the landing; the pants are cropped a tad too high, the fanny pack doesn't work well like it may be a bit too snug around you there, and the bandanna is very questionable as it adds nothing if not subtracts from the bigger picture.
However, there's some personality here that I think is pretty unique, I like the colors, and I commend you for that. You're definitely on to something here so keep trying and working on it.

Also, I'd consider doing something different with your hair.
Not a big fan of the shape, density, and volume. Maybe short dreads?

yea I agree, the pants are cropped pretty high. I tend to wear them with high tops so its less noticeable .also I like how they look with my aggressive skates.

I think that the blues are way to different.
Top is very warm blue, while the other is very cold, clashes a bit.

For pants cropped that high you need some kind of sandal. Both birks, and suicokes would work. I'd loose the bandana and get a different shirt too, try a linen popover, or safari shirt.
