Its is due to a lot of very specific environmental factors and other aspects inherent to Veeky Forums's history.
I don't wanna go into an in-depth analysis because that would take multiple posts and I don't have the time so I'm gonna rush this a bit.
But tl;dr contrarianism, anonymity and needing to fit into a community

So Veeky Forums has always had an extremely contrarian atmosphere.
From the early days anons adopted the use of fag as a suffix and double nigger as insults or just substitutes for all kinds of words, this "culture" was a product of the anonymous posting system and thrived because people could say whatever they want without social consequences.
It also served as a shield from the general public and helped earn the site its rep as the trashheap of the internet.
Anyway these traits extend to facets beyond just the dialect used on this site and over the years Veeky Forums's culture and thus "language" has evolved and gone through stages of being heavily based in sarcasm, Irony, post Irony, etc.

Anyway the main thing I want to convey is don't take any of the stuff posted here personally, tons of people post on Veeky Forums black, asian, hispanic, slavic, white, etc. Just take a look into /int/ or any board where people post themselves.
The anonymous system basically has made it so that truth has become synonymous with shitposting and vice versa, you can't really analyze Veeky Forums as a whole because of this, it's just super hard and would require a long thesis paper-tier study.

I'm not that guy, but as a black dude that frequents /bhg/ posts and black fashion posts, I'll try to answer.
In terms of hair, black hair is pretty uniform for the most part - uniform in being difficult to manage and style appropriately. The fact that it is exclusive to black individuals means that it is difficult to get helpful answers in normal hair general posts. /bhg/ threads are meant to consolidate the few black people on Veeky Forums so that we can have a meaningful discussion specifically about our hair types. The hairs of whites, hispanics, middle easterners, etc are not as coarse and difficult to manage. This means that it's sort of hard to relate to black people hair-wise.

As for why we keep making them, even when they aren't well-received, it's because they actually are helpful. If you look past the pictures of chimps/hate-posting by people that are somehow offended by a thread, you will see pretty helpful posts.

As for the last point, I don't think there is much thought placed into making threads like that. When I make a black fashion thread, it's usually because I'm getting a haircut and what some advice or that I'm going on a date and need some ideas on what to wear.

That's just my two cents. I feel like a lot of the hate manifests from either a lack of perspective or miscommunication.
