Not necessarily. It all rests on the execution. Catalyst isn't bad, it's just that it was handled by people with sub-par writing skills and no input from anyone else.
Hac Walters isn't bad at coming up with ideas. But that's about as far as his writing skills will carry him. He doesn't have the brain to flesh them out and develop them, or he won't commit it to. He's like a writer with ADD. Can't wait to jump to the next thing with little to no thought about what happened previously and how that can affect the future.
He wants to make it big in comics rather than video games, which is a less respectable profession for a writer. That is what is needed: compact, self-contained stories

On every other comic series nowadays that isn't a comedy, you get these long ass arks that supposedly helps your characters grow in some way. And then there are cross-title events. That's not exactly what the leaked script said. You'd be given a choice to either allow the genocide of the Citadel races, believing that the Reapers are in the right, or you could tell them to fuck off and try to work out a solution yourselves. I guess that, with the amount of time they would have to develop an ending that had been predetermined, they would have done something better than what Hac scrunched up 2 days before the game was shipped. It would have been more thought out and better developed.
Still this is just an estimated guess, Bioware could still royally fuck it up and we will never know now. Thank EA for that 9 month development window they gave ME3.
