What are your stats and weapon(s)? All of your points are valid, but he can be staggered very easily and doesn't have much health, so that more than makes up for it in my opinion. Dodging him is a state of mind, try going into the fight with the mindset that you are only going to dodge and get a single hit in then go back to dodging. That worked for me whenever I had trouble.
