The problem is that the logic is backwards. If clothing isn't something pops purchase often, but liquor is, then liquor should be less expensive than regular clothes but consumed more, with the costs adding up, while clothing should be consumed much less but more expensive than liquor.

Just raise a bigger army. Crushing them will also remove their militancy and they aren't numerous
