western capitalist nations were forced to bargain with workers unions in the 50s and 60s. they had to accept those compromises, or else there would be a widespread labor revolt.

you'll notice that throughout history the ruling class is only going to offer concessions when they're offered no real choice in the matter. minimum wage was introduced following the great depression, which threatened to tear capitalism in two should the absurd unemployment rate not be addressed. FDR managed to address it with public working programs, and you could say that FDR managed to save capitalism.

Veeky Forums wouldn't know anything about this, but during the 1960s while Mao Zedong launched the cultural revolution, he became a huge icon across the globe to young students and lower class workers. They staged a lot of strikes and riots in USA, France, Germany, Japan, etc. inspired of Mao Zedong's theories and the Red Guards. They would all carry around the 'little red book', the Quotations of Chairman Mao. So western governments got spooked, they cracked down on these riots and strikes but tried to prevent future riots and possible coup by implementing better welfare for workers and students.
