I've gotta assume that not "all" of them are complete assholes. My base presumption is that the violence is an inherent in them due to some idiosyncrasy of slaving a human brain to code, surely there must be one or two that functioned fine at some point. In wars like those, national identity becomes important and so a country might try to trump itself up as VASTLY different from "THEM" and wear their labels proudly.

I honestly can see Bethesda's oversight as a sincere mistake. Logic for these things tends to be: "People have wanted to see a bit of x because it's never been really covered before, maybe we can show them the x. But we need to remember the story is focused on y, so we don't want the thing to overdo x and distract from y."
So they give us small hints of the pre-war era and think a tour around "The Average American Home" would be enough.

Considering that they're deploying autonomous security drones and've developed a "social credit score" that measures a person's value to society through surveillance I'm not hopeful of change coming. Plus the massive state investment in the media to perpetuate ideas of "social harmony" and so on.
The necessity of transforming the Chinese economy from a production-based one to a service-based one over the coming years might mean that the government is forced to concede more rights to its citizens, but I feel like that leads to a corrupt western-style bourgeois democracy at best and the rise of authoritarian capitalism at worst.
