Yes, it's absolutely worth it, especially at low levels.

Less so at high levels but still no real reason to take it off, since a hornet ring critical will oneshot you anyway, while the added health and VIT actually mean you take less overall damage whenever you eat an R1 poke than you would if you didn't have it on.

And if you have any version of Steel Protection on, it's even better.
