First, to load the VPKs you need to load the one that ends in _dir.vpk. If you load one of the ones with a number you only load that piece of the file, like if you segmented a rar and only opened one of the segments.

Second, particles are stored in pcf files inside the tf2_misc series of VPKs, the path to them is root/particles/. Any particle files you add will have to be added to the particles_manifest.txt file in /particles/ inside your custom folder. If you don't know what I'm talking about you're probably already in over your head.

I have absolutely no idea how these files work as I have not personally done any mods that needed to modify them, but most things in source have documentation over at the devloper wiki:
