D.va's ult is frustratingly easy to avoid. It charges way too long before exploding and any leaf or twig you can find on the map will shield you from it. In addition to the long charge-up to the explosion, complete with sounds and fucking lightshow, there's a server-wide icon that telegraphs exactly where the mech is the entire time on every person's screen.

There are other instant kill or large AOE ults in the game that don't get treated this shitty. Part of avoiding things like High Noon or Hanzo's dragons is having to listen out for the audio cues and quickly assess where the threat is so you can try to avoid it. But D.va's ult is apparently so powerful in Blizzard's mind that they have to telegraph the whole thing in every conceivable way imaginable IN ADDITION TO making every object in the game completely block its damage.

Once you get up in the MMR scale D.va's ult becomes nearly unusable in any significant way because all but the newest newbies know how to easily deal with it.

If I'm flanking it's usually on someone like Tracer or Reaper, do they have heavy footsteps. It's probably that I guess, I don't play with headphones and usually have my own music in the background so it makes sense I never noticed it myself.

Players are matched based on win/loss ratio and current consecutive winrate. It's an MMR system. Level has literally nothing to do with it.
