Why do disgustingly high-value cards like Entomb, Hex, Polymorph, Fireball, King's Blessing, etc. not only have zero trade-offs, but are actually under-costed to begin with?

Why don't they just replace Polymorph with Polymorph: Boar - a perfectly balanced card that should have been in the game from the start over the former?

Iceblock+fireball can be too slow for some decks.
Iceblock+icelance is much better.
