The only difference is that under Hitler the industry had to be subservient to the state while remaining technically private while under Stalin it was outright owned by the state. Huge companies like Krupp or IG Farben would be quickly quashed if they collaborated with the enemy.

Germans by 17th of September were running out of fuel, tanks and ammo and needed to stop their advance and resupply. Moreover, Poland was retreating into Southeast where a Last Redoubt was planned which could have lasted for several months.
