Isn't it funny how Makoto and Kagura both know that Noel is fond of Ragna? Makoto in her match with Ragna says that even through Noel likes him if he hurts her in anyway she'll punch him into the ground and Kagura is jealous Noel will almost happily do anything Ragna says and for that reason, since Ragna won't tell him what he wants Noel for he can't allow Ragna to get near her.

action speak louder than words and there a different typs of beeing smart. he is a man of honer and justice who wont betrail his ideals. he is an excelent fighter and can even detect hibikis shadow clones. he may does and act stupid sometime but all of his actions where good such as fooling hazama (wich only kokone,hakumen and rachel where able to do) and he activated kushinadas lynchpin so that ragna could beat tagemikasuchi. tldr . he acts stupid but his actions save the day thus he is smart in my book.
