click on the scenario button attached to the minimap on your screen and que up, then head for the RvR lakes and PvP or do quests/kill mobs.

USA gets 100-200 ping depending on where you are.

Aussies get 250ish ping

Honestly under 200 ping is fine, if you are over 200 just play a ranged class and you will be fine.
