Sure it's got basis in truth but there are things preventing such updates from becoming too much over time, and like I said as long as these kinds of updates have good balance to them (like the soul bearer's rune cost and the fact that it doesn't auto pick up the items) it really doesn't cause an issue.

For example, a coin collector would never be implemented because there's a huge stigma against entering more gold into the game (expressed many times by both by the community and the devs).

Also as far as I know there's been no talk of any other drop cleaning items in a long time. The only reason the ensouled heads were brought up was because it was a relatively large addition to many monsters drop tables. Personally I didn't think it was needed because part of the point of necomancy was to have a way to train prayer passively while you slay, rather than stock them all up and use them at once, but they'd still be sold off anyways by those that don't want the xp so it's whatever to me.
