The ONLY thing Dark Souls 2 had in PvP was variety, and that was mostly because of three DLCs. Aside from that, the game was mechanically a mess with how it controlled.

How to fix Blue Sentinels:

Blue Sentinels automatically get summoned to worlds invaded via cracked/complete red eye orb, not soapstone for obvious reasons, without the host having to be part of the way of the blue.

DaS2's early balance issues were massive
The important difference is that the broken weapons in 2 were fun and interesting

The Moonlight greatsword was overpowered at one point. Cool, it's always most unique and interesting GS in any game it's in

Santier's spear was overpowered at one point. Cool, it's literally the most unique and atypical weapon in the entire franchise

Avelyn's were overpowered at one point. Cool, literally the only time in souls history that a ranged build has been meta-defining, and it didn't even need to kite autistically to do it.

And so on and so forth. Barring Helixodon, most of DaS2's metas involved a super unique and interesting combination being exploited in a unique and interesting way. The story of DaS3 so far has been literally any weapon or tool that;s in any way unique or interesting is complete shit, and the most boring, dull, straightforward, generic and simple weapons are always the ones that are blatantly overpowered and meta-breaking.
