Cathay is just there to explain kwhy the Empire hasn't been overrun by hordes of chaos warriors. The fluff has 90% of the hordes being tied up by Cathay. Though in the End Times only the old world mattered for some reason.

Shutting down a private server for your active subscription based game is much more "protecting your IP" than a mod for a game adding units that aren't in your rulebooks.

Most mods that break this terrifying rule will be exactly that, small diversions from the rulebooks because CA won't get around to adding the little things that everyone wants in the game. Very few modders will attempt a big, elaborate overhaul mod, and those that do will likely get their warnings. Those that ignore those warnings and release the mod anyways may get some kind of legal followup, but GW saying NO MORE MODS because some russians made a lord of the rings mod is more than a little pessimistic, even when we're talking about GW. Have they ever done anything like this before?

The End Times was a gameplay and lore supplement to the tabletop game that mostly added really big Lords, gave army rules for a few armies slapped together(united chaos, undead and elves primarily)
As well as ending the entire franchise on the tabletop, moving to a new franchise with some threads of reference between them.

If you're familiar with it, it was basically Storm of Chaos 2.

GW only agreed to it on very strict conditions which probably means they only allowed it because they know people are gonna break the rules and stop modding right there. We get an extremely gimped version of the mod tools anyway.
